La Salle gets 1-year suspension
SUSPENDED for one year.
By a unanimous vote, the Universities Athletic Association of the Philippines (UAAP) yesterday finally cracked the whip on De La Salle University and suspended it for one year effective the 2006 season.
The suspension covers all sports events.
"After due deliberation and in the interest of the league, the UAAP board with all the members present and in accordance with its rules and regulations by a unanimous vote decided to suspend De La Salle University," the UAAP board said in its ruling.
The UAAP board added: "By three fourths vote of its members qualified to vote in accordance with its rules, the board decided that La Salle shall be suspended for a period of one year effective UAAP Season 69."
The decision was reached after a six-hour marathon meeting attended by all 16 UAAP board members at the Adamson University's Conference Room.
Earlier, the UAAP fact-finding committee tasked to investigate the issue involving fake Philippine Educational Placement and Testing Certificates of Rating of La Salle players Mark Lester Benitez and Timoteo Gatchalian III recommended the suspension.
The fact-finding committee was chaired by UAAP secretary-treasurer Dr. Ricardo Matibag of Adamson with Fr. Ermito de Sagun of U niversity of Santo Tomas, Arlyne Royo of National University, Josie de Leon of Far Eastern University and UAAP legal counsel Atty. Rene Villa as members.
In its finding, the committee found La Salle of having violated existing UAAP rules and regulations when it submitted the PEPTCR documents of Benitez and Gatchalian for school year 2003-2004.
The documents were subsequently found and declared spurious by competent authority. Before that, the committee gathered voluminous documents and testimonials from witnesses during the course of its investigation.
"It has always been a rule that each member university has the responsibility to ensure that the eligibility documents are to be authenticated and/or verified prior to or at the time of submission, as it is even required to bear the signature of its Board Representative and Registrar," the UAAP board said in a statement.
"La Salle knew or ought to have known about the matter at the time that these documents were presented for eligibility purposes to the UAAP."
The UAAP board also noted the apparent inactivity of La Salle from the time it presented such document to the UAAP for eligibility purposes up to the time that it received official verification as to its forgery or fabrication until it took concrete steps to address the matter is tantamount to negligence on its part.
"Having received official verification as early as August 18, 2005, no action was taken by La Salle until after more than a month later."
